NH HILLSBOROUGH — Hillsborough economic development commission charts implementation progress but flags infrastructure-funding hurdle for growth. The commission reported accomplishments including establishment of a Tax Increment Financing district, Enterprise Resource Zones, and expanded website marketing. However, Town Administrator Laura Buono and Planning Director Robyn Payson highlighted how water and sewer connection fees have deterred business recruitment; Water and Sewer Department director Dana Clow reported that small businesses cite the high costs as a reason for relocating elsewhere.
Commission member Kim Opperman argued the town should provide broader funding support for water and sewer infrastructure rather than relying entirely on user fees.
